The wave of relicensings the U.S. hydropower industry has been preparing for is here. The increased number of proceedings is stretching the resources of licensees, agencies, stakeholders and Federal Energy Regulatory Commission staff on a national basis. The wave of proceedings has been accompanied by changing regulations, recent precedent-setting decisions, the start of re-relicensing of the Class of ’93 projects, and a pandemic. This session pulls together industry experts to discuss relicensing trends, impacts of recent regulatory updates and decisions, observations as to how COVID-19 has influenced various aspects of the relicensing process, and relicensing in the post-Electric Consumer Protection Act era.
